Both Barrels Blazing

I haven't seen him, but I have heard of a guy running around here close to where I live, that plays in the local weekend places, that keeps a second Marker on his left leg. He won't use it except for a couple of situations, where he will use it & his primary at the same time, one in each hand.
Have you ever heard of this?
Is this legal?
